选择2001年11月1日至2012年12月31日的中国A股IPO公司为研究样本,分析承销费用与IPO抑价之间的关系及其在政府定价管制程度不同情况下对承销费用与IPO抑价关系的影响。结果显示,承销费用与IPO抑价呈正相关关系;而政府定价管制程度的提高会削弱承销费用与IPO抑价之间的正相关关系,甚至会使其转向负相关关系。  相似文献

We develop a two‐period, three‐class of income model where low‐income agents are borrowing constrained because of capital market imperfections, and where redistributive expenditure is financed by tax and government debt. When the degree of capital market imperfection is high, there is an ends‐against‐the‐middle equilibrium where the constrained low‐income and the unconstrained high‐income agents favour low levels of government debt and redistributive expenditure; these agents form a coalition against the middle. In this equilibrium, the levels of government debt and expenditure might be below the efficient levels, and the spread of income distribution results in a lower debt‐to‐GDP ratio.  相似文献

In this paper, we use A-share listed firms between 2002 and 2010 to investigate the relationship between local fiscal distress and the investment efficiency of local SOEs, along with the effect of corporate tax payments on this relationship. We find a positive relationship between the extent of local SOEs' overinvestment and the fiscal distress of the corresponding local government where the enterprise and this relationship become stronger for firms that pay fewer taxes. The pattern of underinvestment among local SOEs was in contrast,and these relationships do not exist for non-SOEs or central SOEs. Moreover,we find that expanding a firm's investment scale leads to an increase in total taxes paid, including income and turnover taxes, which further result in more local fiscal revenue. Overall, we conclude that local governments have an incentive to increase fiscal revenue when faced with fiscal distress by raising the investment scale of local SOEs and that the incentives and effects of such interventions appear to be stronger among firms that contribute less to local fiscal revenue.ó 2013 Production and hosting by Elsevier B.V. on behalf of China Journal of Accounting Research. We investigate the determinants of the demand for Japanese government bonds (JGBs) by commercial banks in Japan. In particular, by estimating portfolio equations for JGB demand and bank loans, based on a panel data set from the late 1990s to the 2000s, we rigorously test the popular assertion that the long stagnation of the real economy caused a shift in the portfolios of commercial banks from bank lending to JGBs. We find that the popular assertion is not empirically supported. Rather, the portfolio shift from loans to JGBs has been caused by a fall in the ratio of the loan rate to unit lending costs, or the bank’s price–cost margin for lending.  相似文献

This paper examines how the Chinese stock market acts differently towards state‐controlled and market‐oriented media coverage. Using a setting of post‐earnings announcement drift, we find that information from state‐controlled media enters the stock price in a timelier manner, while the message from market‐oriented media needs more time to get a response from investors. The effect is also influenced by whether the type of news coverage is good or bad. Our findings suggest that the capital market underreacts when good news is reported by the market‐oriented media.  相似文献

政府角色如何定位对旅游地能否实现可持续发展具有重要影响。文章以阳朔遇龙河景区为例,探讨其旅游地发展历程中政府角色定位的演变,解读不同阶段治理失灵的原因。研究发现:在旅游探查期,社区自主发展,政府基本缺位;在旅游参与期,政府以“规划者”角色介入,并主导运营管理,治理角色不中立,导致治理权威受损;在旅游大发展前期,政府治理目标部分错位加上在资源欠缺、政策准备不充分的情况下急于强制干预,最终导致治理失灵;在旅游大发展期,政府的治理能力和治理资源跟不上旅游规模的扩张,缺乏长效监管机制,难以实现有效治理。  相似文献

以Z风景区3A创4A愿景中当地政府与风景区经营商两个主体的决策行为为研究对象,以制度经济学为理论基础,采用博弈论模型进行分析。结果表明:在政府和经营商目标不一致的前提下,从政府来说,在政绩驱动下急于达到创4A目标,但政府又不能滥用纳税人的钱追加投资,其意愿是让商家继续投资,为创4A发力;从商家来说,虽然创4A有利于项目营利空间,但是客观上有规避未来市场不确定性和投资回报周期长双重风险的意识,还可能由于政府对项目创4A的急切性,导致商家存在"政府有可能追加投资,自己"搭便车"的"等靠要"机会主义思想,追加投资意愿不高;反过来也可能存在政府等待商家投资的搭便车行为。为此,提出以政商共同利益最大化为目标,通过改变激励措施,使政商博弈达到合作状态下较优的均衡结果。  相似文献

This study attempts to explore the nature of collaborative relationship between the local government and performers of Cantonese opera in Macao by using in-depth interviews and field trips. Based on the results, a framework has been developed to demonstrate how the local government and performers joint forces to preserve and promote Cantonese opera through tourism. The framework also suggested an approach to balance the power relationship between key players by revealing how the local government and performers interchanged their roles in different areas of the project. The study empirically confirmed the importance of sharing common goals and having sufficient communication and coordination between key players for effective collaboration.  相似文献

Although many industries have benefited from advances in data-driven technology, education is making small steps in capitalizing on the huge potential of data systems. Since 2005, the U.S. Federal Government has been making large grants to help states build statewide longitudinal data systems (SLDS) with the goal of improving programme and teacher evaluation and engage in data-driven decision-making. We analyse whether the introduction of SLDSs improved student performance, measured using test scores for math and reading tests for 4th and 8th graders, as well as high school graduation rates. We find no effects of SLDSs on student performance up to 10 years from implementation. However, we find suggestive evidence that these systems may have long-run effects, emphasizing the long-run nature of educational data collection and policy analysis.  相似文献
